Altona facilitates outdoor areas: gastronomy breaks up!

in Hamburg-Altona is doing something: The district assembly plans to consider the permits for outdoor areas of restaurants and cafés considerably. A cross -faction application, brought together by Greens, SPD, FDP and CDU, stipulates that special use permits no longer have to be re -applied for annually as long as the conditions remain unchanged. "This is a step in the right direction," commented Dana Vornhagen, the group leader of the Greens, and thus appeals to the high bureaucratic effort, which is currently heavily burdened by gastronomic businesses. The district assembly already decides on this project on Thursday.

Currently, the companies in Altona have to submit complete applications with a laying sketch, which not only takes a lot of time, but also costs a lot of resources. With the new regulations, those responsible hope to relieve the administration and at the same time a better opportunity for targeted controls for violations. The background is increasing numbers of applications for external catering: in Hamburg-Mitte there were over 1,000 new permits last year alone, because many companies are economically dependent on their outdoor areas.

special use and regulations

But what does that mean specifically for the catering businesses? In addition to the relief in the approval process, the operators still have to observe the legal regulations that are divided into different categories: immission protection, curfew, concession as well as the restaurant permit and the special use of public areas. For example, there is a night's rest from 10 p.m. to 6 a.m., and the maximum noise pollution varies depending on the area: in urban zones it must not be more than 45 decibels, in commercial areas a maximum of 50 decibels. Wind protection walls and atmospheric lighting are also recommended to minimize the noise emissions and create a pleasant atmosphere, as Schherrennschaft.de.

In addition, special use permits are necessary for the use of public areas such as sidewalks or pedestrian zones, which must be requested from the municipality. These regulations are not only bureaucratic, but also subject to a fee. Ideally, applications should be made 4-6 weeks before the planned uses so that everything can be approved in good time.

controversy about external gastronomy

However, the use of outdoor areas is not uncontroversial, especially in popular quarters such as Ottensen or the star hill, where residents demand noise reductions and a limitation of the terrace use until 10 p.m. The city administration therefore faces the challenge of reconciling the interests of the restaurateurs and residents. This could be achieved by the new regulations in Altona, which at the same time provide for clear controls for symptoms or structural changes. "We are ready to have talks with the responsible state authorities, we should not be able to implement the regulation independently," announces a spokesman for the district assembly.

The developments in Hamburg-Altona clearly show that the outdoor catering is about finding a good balance between economic interests in the gastronomy and the matters of the residents. It remains exciting how the district assembly will decide on Thursday and what effects this could have on the many charming cafes and restaurants that are located in the streets of Altona.
