In 2024, 3,092 rental apartments were already publicly subsidized, which represents almost half of all approved new buildings. These efforts are clear evidence that Hamburg has recognized the signs of the times and is actively addressing the housing shortage.

Hamburg has steadily increased housing funding since 2011 and plans to provide at least 3,000 subsidized new apartments annually by 2026. A compensatory element for the increased construction costs will also be introduced, with a surcharge of 3 percent for 2025 and initially 2 percent for 2026.
